Prot Warrior revolves around generating and spending rage as much as possible without overcapping. The General Rotation is fairly simple in ST but gets almost complex as you add more targets as there are multiple different factors that can affect your decision making process.

Revenge is primarily used to apply Deep Wounds and as filler to fish for Shield Slam resets. Most AoE situations are Prio Damage with AoE padding so theres still a heavy emphasis on pumping out ST damage with Shield Slam as it also generates a ton of rage. Which is vital to Prot Warrior dmg and survivability.

Blindly overprioritizing TC over SS will result in maybe higher overall dmg but the Prio Damage is what generally speeds up M+. And the increased rage generation of SS will provide more Avatars and more Outburst procs throughout the entire dungeon resulting in consistently higher AoE damage.

What Matters most is keeping the rotation flowing with Shield Slam Resets. Strategist grants TC/TB, Revenge, Execute a 25% chance to reset SS. Devastator (our auto attacks) have a 25% chance to reset SS. Which is why SS is on such a high prio, not only does it apply Punish Stacks which grant damage reduction but it also is literally 50% of our entire rage generation if played correctly, more in ST. Having dead GCDs and starving yourself off rage by sending an Ignore Pain too many is more likely to kill you than anything else.

M+ Build "flex" points

  • Into the Fray can and should be swapped with Hardened Resolve if its a proper hard Key to guarantee 100% Block uptime as running Into the Fray requires roughly 17k+ Haste before it can result in comfortable levels of Block Uptime without dangerous downtime.
  • Battle-Scarred Veteran is largely an overkill and comes with the loss of serious offensive throughput and rage generation
  • Additionally Ravager can be swapped out for Battering Ram once 4pc has been acquired

Embellishments

Elemental Lense for pure ST, but Dusk/Dawn-threads are both extremely close aswell and more applicable in AoE.

  • Eye of Kezan - Solid Raid stat stick
  • House of Cards - 1.5min CD with on-use Mastery, pairs well with CDs - big damage
  • Tome of Light's Devotion - grandiose trinket with hidden power. Has 2 modes which switch from 1 to the other when reaching 50 stacks, 1 stack is gained from damage taken events with a 750ms ICD. Shield Mode grants armor and a magic absorb. Sword Mode grants (at 678 ilvl) over 3000 crit and a massive dmg proc. The Goal is to stay in Sword Mode for as long as possible. With the 1.5min CD on-use you force swap from 1 mode to the next. Use it when on Shield Mode to switch to Sword Mode as soon as possible!

With Culminating Blasphemite (epic gem) you'll need unique colors. "Quick" versions of the different colors are your best bet. This is going to be a simulation question in 9/10 cases.
